MINUTES
The Board of Directors meeting for The
River Oaks Place Council of Co-Owners, Inc. was called to order at 7:01
p.m. Those present were Neil
Koenig, Kay Lawler, Ruth Simmons, Sandra Stettler, Lindsey Word, and Jackie
Wright representing the managing agent.
Motion was made, seconded and carried to
approve the minutes of the August 26, 2009 Board of Directors meeting and
Executive Session as written.
HOMEOWNER
FORUM
Homeowners present were Tom Fox of unit
219, Wilson Barbee of unit 132, Luis Salinas of unit 158, and Mae Holm of unit
216.
There was discussion with regard to reports
of alleged suspicious activity in the community including the possibility that
this may be an internal issue.
A resident reported that they had left
their unit unlocked and upon return found a meat thermometer lying on the
landing at the top of the stairs.
Resident of another unit reported that a
previously unseen nail had appeared in the fence near her patio gate.
It was suggested to the Board that they consider
hiring off-duty police officers to patrol the interior property at night. This
would be very expensive. After further discussion, management was requested to
put out a notice to all owners and residents reminding them to be aware of
their surroundings and not to leave doors unlocked at any time.
The Financial Report was reviewed and
accepted as presented.

UNFINISHED
BUSINESS
Management advised that Larry Hiser has
spent much time performing fire wall inspections; therefore other work has been
delayed.
A structural inspection of the perimeter
brick wall was performed, and a proposal in the amount of $600.00 for a blueprint
and $300.00 for an inspection midway through the project was submitted. Motion was made, seconded and carried
to approve bid for a new wall design so that same can be provided to the brick
company.
Management was requested to ask the
engineer if he thought the one large tree near the brick wall should be
removed. A bid from Texas Services has already been obtained. This bid is
approved if the design engineer recommends removal.
Management updated the Board regarding the
status of the fire wall inspections.
Larry Hiser will finish the last few inspections he has on his list but
there are still a number of owners that have not responded.
There was discussion regarding the resident
community party scheduled for Tuesday, October 6, 2009 (National Night Out) to
be held at the pool area at 6:30 p.m.
The Association will not be providing food for this event.
Management was requested to send the July
and August board meeting minutes to David Brashear, who maintains the website.
NEW
BUSINESS
The Board discussed an alternative location
(office building at Richmond & Kirby) for the monthly Board meetings, and
it was agreed to postpone any changes until it has been established whether
having the monthly meetings close to the property would improve attendance.
Holding the monthly meeting at CreativeÕs offices is at no cost to the
Association. Alternative locations will be an additional monthly expense.

It was reported that Larry Hiser has
performed drainage work outside unit 166 to eliminate the water penetration
problem. This area will be
monitored to see if problem is solved.
There being no further business, the
meeting was adjourned to Executive Session.
